NHAG might miss their chance
The land at the end on McInnes Lane which includes the road reserve from Grays Lane to McInnes Lane has been sold, so either NHAG needs to move on their plans or the opportunity will be lost.

NHAG meeting
Kali, Isabelle, Lisa, Bindy, Bodha, Bella met with NHAG about their plans for a horse trail including Tyagarah. They want to take a walk in January to look at the possible locations for the trail and to give a chance to address concerns, for example about how the trail might be too close to certain houses. It was thought a good idea to link up our trail plans with theirs.

NHAG
NHAG have approached us again, about their network of
horse-riding paths. There was both interest, and concerns with integrating this
with the proposed walking path in East Tyagarah.

Web Site
We have the web site - www.tyagarah.org and the combination of email, small ad in the Echo and the service station seems to be working to inform people. Marilyn from the servo was present and thanked for her support. Bruce and Dianne had concerns about the people without email and volunteered to organize a phone tree.

Council re Rates
We have recieved the documents from Council, and circulated them - a small group met to look into the paper and found that it differed from the cover letter, a query has been sent to Council to try and clarify things before we make any recommendations.

Our website www.tyagarah.org has been updated to make it easier to find things, you can now list all items related to a particular topic, or by date. Documents such as letters to and from government are now kept with the topic they refer to.

Council re Rates
Council has sent us a letter about increasing the rates to increase services. They would like it circulated to our members, but unfortunately supplied it on paper rather than electronically! Mitra will contact Greg Downes at council to see if they can email us a copy.

The web site is in the process of being redesigned by Mitra to make it
easier to see the information in different ways, especially not just by the date
of the update. Any suggestions are welcome at this stage. (Kali & Colin plan
on sending suggestions)

Over the Back Fence
As mentioned in previous agenda, this is a series of three forums for
people involved in all kinds of community groups They are organized by ACE, and
inspired by a meeting that TSCA organized last November.
The second of a series of three forums happened. It was an almost completely new set of people so didn't draw much on the visioning of the first meeting. There were some good ideas generated, although because of the very small amount of time available in the breakout groups there was no time to really get into them in detail. Breakout groups looked at: information-sharing; community forums; working with schools; LAMPS.
Mitra was in the information sharing group and will be working with some of the other participants to improve information sharing between groups.
While Kali, Colin and Mitra
attended the first forum, and Mitra the second, there is at present noone from
TSCA planning on going to the final forum which is on April 21st 1pm-5pm at
Byron Surf Club.

Over the Back Fence
The first event in "Over the Back Fence", an ACE sponsored forum for people involved with community groups happened on Feb 17th and was well attended by about 30 people. These came about because of a meeting TSCA organized late last year. There are two more forums scheduled:
Workshop 2 ~ Issues and Ideas: Sunday March 17th 2002, 1pm 5pm: St Johns Hall, Main Arm Road, Mullumbimby
In this workshop we’ll listen to the diverse voices that make community and look at how we can work with difference so that it becomes something to be valued rather than a source of conflict. There will be time to share our passions and the things that hold us back, and to exchange “how to” ideas. We’ll finish with thoughts on possible futures “What would it look like if…?”
Workshop 3 ~ Strategies for Co-operation: Sunday April 21st 2002, 1pm 5pm: Byron Bay Surf Club
The final workshop will look at strategies for building a shared community vision. We will pose the question: “What needs to happen to encourage dialogue and build stronger community net-works in Byron Shire?”, and look at practical steps towards mutual support and co-operative action.

NHAG
We are still waiting here from NHAG (environmentally conscious horseback
riders) about a trail from Brunswick Heads across the Nature Reserve on the
existing path, then cutting across to Grays Lane and then connecting up with the
rest of their route. They have been told that they need to present a proposal
(written) that can then be discussed at a committee meeting or special meeting.

Partly as a result of the gathering organized by us a few months ago, ACE is sponsoring a series of forums for community groups. The invite is below.
Over the back fence ….. Building on common ground.
We wish to extend an invitation to you and your organisation to participate in an exciting series of workshops which Byron Shire Adult & Community Education (ACE) is sponsoring, starting this month. Please call the ACE office on 6684 3374 to advise your acceptance or reply to this email.
Workshop 1 ~ Sharing Our Stories: Sunday February 17th 2002, 1pm 5pm: Catholic Church Hall, Deacon Street, Bangalow
The focus of the first workshop will be on sharing our experiences of community action in the past and present, and our future visions of community. We’ll be looking for the common themes and issues, and sharing what we’ve learnt from our successes and disappointments.

You and your family are warmly invited to join in a community picnic immediately following each workshop. The organising committee will certainly be doing so. Please bring food and drink to share and whatever picnic paraphernalia you need.
Due to ACE’s wonderful generosity in sponsoring these workshops, there is no registration fee required. You will, however, be given an opportunity to make a donation towards costs if you wish to do so. As with all community activities, whatever support you give is greatly valued. Kali has been contacted by NHAG (environmentally conscious horseback

rest of their route. This is controversial, since there are potential divisions
within TSCA between those who object to any increased access to the Nature
Reserve, and those who think public use is essential to it being valued, and
therefore preserved. Kali will invite NHAG to submit a document about their
plans and present to the next committee meeting.

Kali and Mitra have been meeting with a number of people to plan a forum, sponsored by ACE, its a little unclear whether this will be a forum for local groups to look at ways to work together or a broader gathering or something in between. It is scheduled for sometime in February.

Newsletter
There was discussion of the need to involve more people who currently don't stay in touch. Several ideas were discussed including the idea of each of the committee committing to door-knocking and recruiting more people. We settled the idea of on an occasional newsletter to be printed and distributed when we do letter-box drops (e.g. for the tree planting). Debbie offered to get the first one together using materials from the web-site.

Community Associations Meeting
The community group meeting in November went well, with about 9 people from other groups (but representing 16 groups!) turning up. There is a meeting being held between Kali and Les Einhorn and the ACE group about taking forward the idea of community forums, more next month ...

Community Associations Meeting
This meeting is now planned for 4th November in Skinners Shoot. Invitations have gone out to all the Byron shire groups we are aware of, or we will be inviting them this week. Kali is organizing it and doesn't currently need volunteers.

Council Submission policy
We discussed our policy regarding making submissions on council policy. We are still backing the procedure agreed at the last meeting. We identified two levels at which we would engage with council. The first level is where we are just putting up our hand to be counted, it would only be on issues where there was no objection (in other words we can be pretty sure that there is consensus) and involvement would be limited to making a submission, an example of this is the letter submitted in support of council's exnibited draft policy on Genetically Modified Crops, and asking for it to go further. While in time-critical situations this could happen just in email, the email must ENCOURAGE people to object. The second level is where it is something we care deeply about, it would have to come to a committee or general meeting to be discussed, and involvement could involve letter writing, meetings, calls, lobbying councillors etc. An example of this would be the letter and petition on weed spraying which was passed at the last General Meeting.

Community Associations Meeting
Kali and Bruce are sending a letter to other progress associations and community groups to meet. The planned date is 21st October at 3pm and details will follow when they are fixed. This will be a gathering for groups to get to know each other so that we can work more effectively on issues of common concern.

Council Submissions
Several meetings have been held with council and a relationship is being developed, council's liason officer has encouraged us to make a noise about things we care about. We addressed the issue of responding quickly to calls for us to comment on impending council activity, state legislation etc. Often these requests have very short time-lines, too short to bring to a committee meeting. Often they are for issues which are not controversial within the TSCA, for example commenting on the NSW "Plan First" legislation which in fact takes away power from communities, but which we didn't have time to comment on as a group. We adopted the following procedure. When urgent action is required on one of these items then a response should be prepared and sent to a mailing list which will be set up. This should have a recognizable title, i.e.. "Urgent TSCA Review Required". This list is open to any TSCA member, and will initially be the nucleus (committee). If no objections are received within 24 hours then we can assume that the response is not controversial and it can be submitted as a TSCA response. If any objections are made then we have to assume it is controversial and hold off on the reply. We'll review this procedure and see if its working for us.

Council public access
Bruce and Bodha had concerns about council changing public access procedure and requiring notice for questions to be submitted during council meetings, this doesn't allow the public to respond to things raised during meetings. It was agreed to send a letter to council requesting them not to make the change.

Community Associations Meeting
Bodha is working on putting together a meeting of all the Progress Associations, we discussed the format - the basic idea is to use some venue like the surf club for an evening - 25 June is the suggested date - and then have it as a bring a plate / bottle, with open mike and the kind of music that supports lots of conversation. Building a relationship with Council
Twas a meeting with council staff this week, and we are working on getting hold of a list of contacts. If you need to reach people at Council about something related to the group please go through Colin as this will make it easier to find the right person, and be able to use it to enhance our relationship. Several of the rest of us have contacts with the greener councillors. Colin is also going to track down information on council study groups etc, which aparantly are always looking for volunteers. We'll publish that information when we have it. Colin is also checking on coordinating with council around Waste reduction issues, and around issues about fixing things at the hall.
